Job Summary:

The incumbent reviews land development projects to ensure compliance with City standards and undertakes capital projects.

Duties and Responsibilities:

  • Assist in ensuring compliance, preparing and negotiating development agreements with private developers.
  • Assist in the development of servicing standards, recommend changes and coordinate the bi-annual reviews/updates to the City Servicing Standards Manual.
  • Review design drawings, contract specifications, and reports submitted by private developers to ensure compliance with City Servicing Standards Manual and good engineering principles.
  • Provide technical expertise in relation to infrastructure design and construction, and interprets City Servicing Standards for internal departments, public, developers, contractors and consultants.
  • Coordinate, manage and/or review the upgrading by the utility companies power, telephone, and cable tv infrastructures as part of new developments or upgrades to existing infrastructure.
  • Collect and analyze technical data, undertake studies.
  • Research, design, prepare, review and present drawings, contract specifications and reports.
  • Undertake in-house or manage consultant controlled capital projects including, under the direction of the Manager, preparation and control of project budgets.
  • Assist in the preparation of tenders, quotations, and proposal calls; evaluates same for compliance and completeness; and recommends issuance of construction completion and final acceptance certificates.
  • Assist with preparing the Engineering Services Department’s budgets, and local improvement bylaws.
  • Coordinate, perform or assist in performing survey activities.
  • Follow, so far as is reasonably practicable, established safety procedures and standards.
  • Assist in the recruitment, directing and training of seasonal staff.
  • Act as Senior Private Development Technologist or Senior Engineering Technologist as assigned.
  • Other related duties.

Working Conditions:

Work in a normal office environment for 4 months per year during the winter; and exposed to confined spaces, noise, dust, fumes, traffic, extreme temperatures, raw sewage, pumping systems, utility lines, uneven terrain and construction sites when conducting inspections or preliminary site investigations, or overseeing and inspecting capital projects.

Knowledge and Skills:

  • Civil Engineering Technology diploma and professional certification or equivalent.
  • 3 years related municipal infrastructure experience.
  • Standard First Aid.
  • Proven project management, decision-making/problem solving, and interpersonal skills.
  • Ability to work effectively within a team and good public relations skills.
  • Good organizational, prioritizing and multitasking skills and ability to work unsupervised.
  • Proven written and oral communication skills.
  • Valid Yukon Class 5 Driver’s License.

An equivalent combination of education, training and experience may be considered.
