Resident engineer

Specific responsibilities will include:

• Act as the owner’s primary representative to the contractor
• Direct oversight staff in design review and construction management activities.
• Coordinate with the owner’s Construction Management staff.
• Resolve contract disputes; identify, log, and track potential change issues, change notices, and change orders.
  Direct emergency or urgent change work and track cost-reimbursable work.
• Oversee the DB Contractor’s safety program and the administration of safety requirements as required.
• Track the occurrence of Non-Conformance Reports (NCRs) and issue such reports when the DB Contractor fails to do so.
  Process NCRs as required by policies and procedures. Confirm that corrective actions are addressed.
• Participate and assist in the conduct of internal quality audits, assessments, and surveillances.
• Monitor adherence to construction schedules. Negotiate appropriate changes to the same as required.
• Monitor and coordinate the delivery of, and track the installation schedule for, owner-provided materials.
• Approve, modify, or reject progress payment invoices for completed work after quantity checks have been made.
• Assist in securing Certificates of Occupancy from municipal, country, and state jurisdictions as required.
• Prepare weekly and monthly reports.
• Coordinate response to requests for information, submittals, design changes, etc., and track / verify appropriate disposition of those.
  Coordinate with the DB Contractor’s Engineers concerning Contractor Requests for substitution and Requests for Deviation.
• Monitor compliance with contract close-out procedures.

• Previous resident engineer or construction management experience working with public agencies on light rail transit projects.
• Previous experience on Sound Transit light rail projects would be beneficial.
• Experience managing a team providing oversight on all aspects of major heavy infrastructure projects.
• Experience with design-build transportation projects.
• Minimum of 15 years’ relevant experience in the infrastructure and/or transit industry managing transit projects.
• Strong written and verbal communication skills.
• If required, willing to work weekends and extended hours as necessary to properly oversee the project.
• A bachelor’s degree in civil engineering or other appropriate degree required.
• A Washington Professional Engineer license or ability to obtain reciprocity in a short period is preferred, or equivalent professional certification.
