Estimating & Scheduling Officer – Job Vacancy in Toronto, Ontario – Canada

Job Duties:

  • Reporting to the Manager of Project Estimating & Benchmarking, the successful candidate will be responsible for preparing project estimates in support of the investment approval process.
  • Review technical specifications, documents, and drawings and attend project meetings to determine the scope of work and required contents of an estimate.
  • Prepare complete project estimates by having a thorough understanding of the project scope based on limited data.
  • Research and maintain historical data (purchase orders, subcontracts, cost comparison, and bills of materials) to develop precedence and validate estimates.
  • Interface with other lines of business, regarding details of design and construction/commissioning activities.
  • Review and present details of estimates with senior management.
  • Coordinate with Engineering, Investment Administrators, Project Managers, Construction, Grid Operations and other stakeholders (internal and external) in the preparation of complete project estimates.
  • Review estimates provided by other work groups to ensure accuracy and consistency.
  • Review and ensure timeliness and quality of all submissions.
  • Prepare a Basis of Estimate (BoE) for all estimates.
  • Support Risk Management sessions for projects.
  • Develop, define and prepare processes, procedures or methods related to estimating.
  • Prepare project reports as necessary.
  • Provide guidance to others as required, assist in resolution of work problems and train new staff in job responsibilities.
  • Review project performance in order to scrutinize estimating assumptions and continuously improve estimating practices via benchmarking analysis.

Selection Criteria:

  • Familiarity with station/lines power equipment (both transmission and distribution) an asset
  • Must have detailed knowledge of electrical theory and principles underlying the design and construction of an asset
  • electrical power systems and their protection and control systems an asset
  • Familiarity with the investment lifecycle process from planning to in-service an asset
  • A strong understanding of Hydro One’s customers and the need to be customer focused an asset
  • Knowledge of estimating processes and practices an asset
  • Familiarity with project management practices an asset

  • Thorough Understanding of project finance and its impact on the project estimate and plan an asset
  • Project Management, Construction and/or Engineering experience an asset
  • Sage Estimating experience is an asset.
  • Requires a knowledge of design and construction methods with emphasis in the electrical field in order to understand the technical aspects and related activities associated with all types of transmission, station and distribution projects, particularly pertinent to the preparation of estimates and schedules.
  • Requires a knowledge of statistical and accounting principles to apply and understand the accounting and cost control operations related to the preparation of estimates, the preparation and explanation of variances between actual and estimated costs and in the development of estimating methods and procedures.
  • This knowledge is considered to be normally acquired either through the successful completion of a four year university education in an appropriate field, such as engineering, or by having the equivalent level of education.
  • Requires familiarity with construction methods and techniques. Requires familiarity with drafting, design, project, and scheduling operations to understand the complexities inherent in the various functions, and to become familiar with the more complex technical aspects of each phase of the work.
  • Requires familiarity with standard cost requirements.
  • Requires experience in estimating work to understand estimate requirements and to provide a background for developing estimating procedures and practices.
  • Requires making assumptions based on knowledge of past practices, and attempting to develop methods to suit the situation.
  • Requires planning, organizing and assigning work to staff and maintaining control of quality and work performance. Requires providing advice and guidance to staff as required. Requires developing and revising work methods and procedures to maintain efficient work operations.
  • Requires familiarity with accounting practices and procedures to maintain cost reporting systems.
  • A period of up to eight years is considered necessary to gain this experience.
