Pre Construction Manager – Infrastructure – Job Vacancy in Bellevue, Washington, United States

As a Pre Construction Manager at Graham, you will: 

  • Assist in identifying and assessing potential opportunities against Business Plan Involvement-proposals to secure opportunities.
  • Potential design assist role for client, including consultant appointment as appropriate.
  • Identify/manage required resources.
  • Manage all aspects of the preconstruction process, including conceptual estimating, budgeting, procurement, risk management and estimating, design, schedule and health and safety.
  • Manage the products of accurate conceptual estimates from limited information, and update and review throughout preconstruction period.
  • Advise client designers and consultants on cost parameters to be used in the development of the design in order to meet the budget.
  • Work closely with Owners and Consultants to discuss available options and provide advice on construction, methodology and materials solutions.
  • Understand and advise on overall construction plan, including schedule, constructability and logistics, together with their impact on project costs.
  • Advise Estimating Manager or Operations Manager as to cost and schedule fluctuations, improved material, or other factors affecting construction.
  • Value Engineering to be explored for all applicable projects or situations.
  • Be responsible for the development and maintenance of specific Project Risk & Opportunity Schedule, including chairing meetings with the project team.
  • Contribute to assembly of proposal documents.
  • Collaborate with Graham’s Operations or Construction Manager to develop, recommend, and implement the project execution plan after being awarded the project.
  • Recommend project subcontractors and suppliers utilized in assembling or closing tenders and for actual Graham project execution.
  • Produce regular pre-construction reports for both internal and external use.
  • Manage the prequalification and procurement process.
  • Regular chairing/attendance at meetings and communications with client.
  • Coordination of estimating/preconstruction activities with operations.
  • Initiate process to ensure client requirements are understood and met.

Qualifications &  Experience: 

  • Related technical degree or diploma
  • Design-Build Experience Preferred
  • Over 5 years of senior experience in construction estimating, a preconstruction role, and/or operations
  • Extensive WSDOT Experience Preferred.
  • In-depth knowledge of construction materials and techniques
  • Clear and thorough understanding of RFQ General Conditions, terms and conditions
  • Experience in a Client-facing capacity
  • Experience in contract term negotiations
  • Experience with sub-trade management negotiations
  • Value engineering/value management skills
  • Risk and opportunities management
  • Process and procedure management/development
  • Quality surveying knowledge/background
